Under the direction of the Executive Director, plan, organize, control, and direct the activities of the Housing Operations Department; develop and administer the annual budget, and staffing plan, maintenance service contracts; oversee all property management functions, coordinate activities with other departments to develop various grant and operational activities, including services for residents; supervise and evaluate the performance of assigned staff.
Essential Duties and Responsibilities:
The below statements are intended to describe the general nature and scope of the work being performed in this position. This is not a complete listing of all required responsibilities, duties, and/or skills. Other duties may be assigned.
- Administer the low-income housing programs operated by the Housing Authority which includes resident selection, leasing, re-examination of income/assets, evictions, vacating units and maintenance activities, and other functions related to the management of these programs.
- Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate and arrange for appropriate training of direct report staff.
- Direct, supervise, and coordinate uniform maintenance standards; in partnership with the finance and modernization departments, establish maintenance standards and implement changes in maintenance planning, procedures, staff, equipment, and work programs, as necessary.
- Develop and maintain a system of controls for analysis and evaluation of maintenance performance, schedules, and operating budgets.
- Direct and supervise agency compliance with various HUD programs and regulations, the Low-Income Housing Tax Credit Program, and other compliance requirements required by local and State jurisdictions.
- Coordinate activities of the management offices to accomplish uniform application of policies and procedures; coordinate the efforts in the area of tenant safety and emergency management, and security services for both tenants and staff.
- Develop and administer a program for assuring compliance with and uniform application of federal and local occupancy policies and procedures; interpret and make decisions on the application of these policies; supervise the conduct of project audits.
- Work with resident groups to assure their participation in the delivery of social services to residents and to encourage their involvement in housing-related activities.
- Direct the operation of centralized maintenance support for such activities as utility management and solid waste collection.
- Collaborate with the capital planning staff and consultants to develop the Authority’s Comprehensive Capital Improvement Program; develop and implement planning, resident coordination, management improvements for the department, administrative staff planning, and physical work associated with capital improvement programs; coordinate work programs with other Directors.
- Direct the planning, scheduling, and implementation of maintenance activities associated with day-to-day maintenance and repairs at SMHA buildings.
- Administer the resident/applicant grievance procedure to assure parties receive fair and equitable treatment under the terms of the procedure. Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to assigned activities and personnel.
- Advise and assist the Executive Director in negotiations with labor organizations and execution of labor contracts.
- Communicate with other administrators, personnel, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.
- Develop and prepare the annual budget for the Housing Operations Department; analyze and review budgetary and financial data; control and authorize expenditures following established limitations.
- Set the direction, create the linkages among programs and departments, lead staff, and establish the targets necessary to achieve the strategies and mission of the agency in empowering staff and promoting a work environment of service, teamwork, and respect. Direct the deployment of strategies and goals throughout the department and agency. Work respectfully and courteously with other employees, follow directions, and work well under stress.
- Hold supervisors and employees accountable for accident prevention and reporting in compliance with State Labor & Industries regulations and the agency’s Safety and Health Program. Ensure that all safety and health rules, standards, and procedures are observed; conduct monthly self-inspections of work areas and practices to eliminate potentially hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported on or within the next work day of when the accident occurred; monitor and enforce the agency’s Safety and Health Program, and actively support and participate in the Emergency Preparedness program and tasks.
- Work actively in support of race and social justice equity at SMHA. Support supervised employees in building their awareness, skills, and commitment to working for race and social justice equity. Work proactively to check for race and other social justice disparities in policies, procedures, and practices; update policies, procedures, and practices when needed to advance race and social justice equity. Take concrete steps to be accountable to the people with low incomes that SMHA exists to serve.
- Assist with the development of new housing programs following Authority plans; review and evaluate site selection criteria, comprehensive plans, housing market analyses, needs studies, and related reports.
- Attend and conduct a variety of meetings as requested; represent the Authority’s programs to other governmental agencies and boards.

Education, Experience, and Certifications:
Master’s degree in Public or Business Administration, Urban Planning, Social Services, Technology Disciplines, or related fields; OR any combination of six additional years of directly relevant experience and education may be considered in place of the required degree.
Eight years of work experience in areas such as urban planning, housing management, maintenance practices, or related fields, including five years in a supervisory capacity.
Licenses and Other Requirements:
Valid Ohio driver’s license with an insurable driving record.
Proficient in using computers and various software programs including but not limited to the usage of e-mail, internet, spreadsheet, and word processing software. Must be able to learn other computer software programs as required by assigned tasks.
