Job Title: Director of Asset Management (Property Management/Maintenance Director)
Reports to: Executive Director

General Purpose:
The Director of Asset Management is responsible for the day-to-day Property Management and Maintenance operations of all Stark Metropolitan Housing Authority’s (SMHA) properties and other properties in accordance with all applicable Federal, State, and Local laws and regulations. Responsible for the facilitation of leases and lease management. Responsible for the scheduling, budgeting, staffing, safety, and supervision of the Maintenance & Property Management Department. Directing a comprehensive and effective maintenance and preventative maintenance program including utility systems, mechanical systems, and vehicle fleet. Develops departmental policies and procedures to promote efficiency and staff training. Oversee the maintenance, property maintenance, and upkeep of all residential properties to maintain tenant satisfaction.
Essential Duties and Responsibilities:
- Oversees facilitation of leases and provides information and assistance as needed.
- Ensures that resident lease terminations and grievance hearings are properly processed.
- Monitors collections, tracks vacant unit turnaround times, provides vacancy reports and ensures proper court filings.
- Monitors HUD requirements and regulations; ensures ACOP policy and procedure compliance.
- Interacts with residents, resident organizations, and external agencies to receive input regarding the operation of housing programs, assess needs, and address resident concerns.
- Review and assist with resident transfer requests.
- Conduct informal hearings as needed and make appropriate recommendations following the authority’s policies and procedures.
- Ensures compliance and meets performance goals, including but not limited to key performance indicators with the Public Housing Assessment System in maintenance and occupancy.
- Inspects SMHA properties regularly ensuring the facility maintenance and property maintenance is to SMHA standards and identifies areas for improvement.
- Supervises, coordinates and schedules the Property Management and Maintenance staff.
- Updates, develops and implements department policies and procedures.
- Tracking of monthly expenses and consistently monitoring budget. Provides input for the annual budget.
- Counsel employees regarding job performance and ensure proper documentation according to established policy.
- Evaluates, and conducts pre-employment interviews.
- Conduct periodic Staff Meetings and attend Board Meetings as directed.
- Attends SMHA and Bargaining Unit meetings.
- Other duties as assigned.
Education/Experience/Certification
- Bachelor’s Degree in Administration, or Facility Management.
- Minimum experience of 5 Years in a supervisory role in Maintenance and/or Property Management or related field
- Associate Degree in Administration, or Facility Management.
- Minimum experience of 7 years in a supervisory role in Maintenance/Property Management and/or related field
- Public Housing Executive Management Certification (Required within one year of employment)
- Public Housing Manager PHM (Preferred)
- Certified Property Manager CPM (Preferred)
Qualifications/Skills:
- Leadership skills including communication, planning, scheduling, budgeting, and implementing processes to promote the mission of SMHA.
- Knowledge of the U.S. Department of Housing and Urban Development (“HUD”) preferred.
- Fair Housing Regulations
- Working with a Bargaining Unit (Union) staffed organization.
- State Employment Relations Board (“SERB”) regulations.
- Computer skills: Housing/Property Management Software (Yardi)and Microsoft Office

Physical Requirements:
Daily work activities will be performed while sitting, standing, or walking. The position will be required to inspect properties, which will include kneeling, laying, sitting, or climbing. The incumbent is also required to maintain a stationary position while performing office duties. Occasionally lift/transport up to thirty-five pounds.
Working Conditions:
Working indoors (office environment) and outdoors. Potential exposure to hazardous conditions at times. Working in moderate to severe temperature or weather conditions. The environment may produce excessive loud noise at times.
