General Purpose:

As a member of the agency leadership team under the direction of the Executive Director, the Chief Financial Officer is responsible for the overall management of the Authority’s fiscal operations regulated by HUD for its Low-Income Public Housing, Housing Choice Voucher (Section 8) Program, Operating Subsidy, and the Capital Fund Program as well as other affiliate/non-profit or non-HUD property budgets.

Essential Duties and Responsibilities:

  • Administer, advise, coordinate, and oversee SMHA’s finance department programs and activities.
  • Directs the preparation of all financial statements.
  • Oversees and participates in the development and administration of the Authority budget; approves the forecast of funds needed by the service area assigned for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as judged appropriate and necessary.
  • Analyzes and interprets legislation and government directives relevant to departmental policy; develops and recommends policy changes.
  • Stays abreast of all HUD regulations, laws, ordinances, and publications related to public housing.
  • Maintains adequate monitoring and reporting systems to ensure the adequacy, quality, and timeliness of Authority work.
  • Oversee investment of funds and work with investment bankers to raise additional capital required for projects.
  • Capital Funds Management
  • Assists in the development and implementation of SMHA goals, objectives, policies, and priorities for each service area.
  • Other Duties as assigned.

 

Education/Experience/Certification:

  • Bachelor’s Degree in Accounting or Finance and at least five (5) years of accounting, preferably as an accounting supervisor or Department Director.
    • Experience in financial reporting to HUD including submittals of the FDS and VMS reporting required.
  • Master’s Degree in Accounting or Finance and CPA (Preferred)
    • Fiscal management of development/redevelopment activities including experience with RAD and LIHTC.

Qualifications/Skills:

  • Principles and practices of government financing, budgeting, and accounting.
  • Principles and practices of public housing administration; pertinent Federal, State, and Local laws, codes, and regulations.
  • Knowledge of the U.S. Department of Housing and Urban Development (“HUD”) preferred.
  • Fair Housing Regulations
  • Management and supervisory skills.
  • Valid Ohio driver’s license and be insurable under SMHA policies.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer. Ability to visit SMHA sites and other housing authorities and agencies.

Working Conditions:

  • The majority of work is conducted in a standard indoor office environment. Visits to various authority offices and sites as needed.
