JOB DEFINITION:
The Section 8 Supervisor is responsible for the supervision of activities
pertaining to Section 8 programs, including Section 8 Existing, Moderate Rehab
Rental Rehab and Vouchers. Assists the Section 8 Director in implementing
goals and objectives for the department. Serves as acting Director in absence
of Section 8 Director.
ACCEPTABLE EDUCATION AND EXPERIENCE:
Desirable: Bachelor’s Degree in Public Administration, public housing
management, Human Services or related field and three (3) years
experience in management or leasing or Section 8 programs in
subsidized housing.
Minimum: Bachelor’s Degree and three (3) years experience in housing
management/leasing or Section 8 programs or equivalent of four
(4) years experience in housing management/leasing or Section
8 programs.
REPORTS TO: Director of Section 8
SUPERVISION GIVEN TO: Section 8 Staff

JOB DUTIES:
1. Manages all phases of Section 8 Department.
2. Supervises all Section 8 staff, conducts performance appraisals, disciplines staff.
3. Responsible for program regulation compliance.
4. Maintain liaison with Computer Accountant re: subsidy payments and
related reports.
5. Reviews Mod Rehab vacancy loss and damage claims for accuracy.
6. Implements a quality assurance process.
7. Is responsible for accurate and prompt issuance of checks to landlords.
8. Conducts landlords and participant conflict resolution.
9. Supervises the issuance of vouchers to eligible applicants.
10. Train new employees and conduct ongoing training as needed.
11. In absence of staff, perform duties as necessary.
12. Must be able to work beyond normal work hours.
13. Acts as Section 8 Director in his/her absence.
14. Assist in preparation of required HUD reports.
SKILLS:
1. Ability to make independent decisions and accept responsibility.
2. Ability to understand and follow oral and written instructions.
3. Familiar with overall philosophy of subsidized housing and have a
thorough knowledge of HUD and SMHA policies and procedures
pertaining to Section 8 and Homeless Housing programs.
4. Ability to gather data and present it in an orderly fashion.
5. Knowledge of general office procedure and equipment and computers.
6. Familiar with construction terms and materials.
7. Ability to communicate verbally as well as effectively write and organize
reports, and correspondence.
8. Ability to make mathematical computations with speed and accuracy and
maintain accurate up-to-date records.
9. Knowledge of supervisory skills, able to delegate work.
10. Must have a valid Ohio Driver’s License and maintain a driving record
that meets the insurability requirements of the Authority’s insurance
provider.
11. Must dress appropriately for meeting the public. |
